This was a recent discovery from the Galaxy Zoo Citizen Science Project www.galaxyzoo.org - discovered by the user @Scorpirus at Zooniverse

@ChristineM commented that this object is probably a weak quasar or a strong active galaxy nucleus and that the green is perhaps a neovitalistic jet.

I think the green stuff is a Voorwerp or an EELR, You can see it in HSC DR3 (grz) NOTE: GZ images use different color patterns
