Star cluster?

It’s NGC 4789A, a.k.a. DDO 154. It’s very local - estimated redshift-independent distance only 4.3 Mpc (per NED). So it’s a dwarf galaxy, an irregular, Hubble classification IB(s)m. The blue spots are not stars but rather star clusters.
