Round, blue, distant galaxies

When we see things like this, are we seeing new galaxies which are yet to form disks?
I thought this because they are elliptical, yet they are as blue as a less evolved blue spiral

That could be a star – it’s quite compact. It is in the Gaia catalog, but too faint to have a measured motion (which would confirm it as a star).


SDSS skyserver dr14 says it is a star.
