Hmmm. I do believe a PR appearance, but this blue stuff in the middle could be something else.

looks more of a face-on ‘open’ barred type with very luminous nuclei & bar

I think more of a type-SO galaxy (lenticular) with faint outer rings, I don’t think these are inclined.

I don’t that is a polar ring there buddy, I think a regular flocculent ringed galaxy or something similar to NGC 7742 or DLS 5311.34.
