This appears to be a very unusual object, worthy of followup.
The galaxy ( WISEA J163031.12+400924.6) is also a strong radio, IR, and X-ray source, suggesting
an active galactic nucleus (AGN). I find no specific reference to its ‘polar plume’ in the literature. It would be worthwhile to determine whether the optical plumes are from an AGN jet or stellar tidal debris, or polar ring.
